The PCC has various responsibilities under the Police Reform and Social Responsibility Act 2011 that cannot be delegated. These include:
- Creating a Police and Crime Plan
- Setting policing and crime priorities
- Calculating the budget and setting the local police tax (precept)
- Appointing, suspending, or asking the Chief Constable to leave
- Attending the Police and Crime Panel for specific duties
- Publishing an annual report
