Non-accessible content

The content listed below is non-accessible for the following reasons:
Non-compliance with the accessibility regulations
1. Images on some pages do not always have suitable image descriptions. Users of assistive technologies may not have access to information conveyed in images. This fails WCAG 2.1 success criterion 1.1.1 (Non-text Content).
2. Some content looks like headings but is not. This makes it difficult for screen reader users to navigate the page. This fails WCAG 2.1 success criterion 1.3.1 (Info and Relationships).
3. Some pages, links and content have poor colour contrast. This fails WCAG 2.1 success criterion 1.4.1 (Use of Colour).
4. Many documents are in less accessible formats, for example PDF. Non-HTML documents published on or after 23 September 2018 must have an accessible format.
5. WCAG 2.1.1 Keyboard- At 200% and more zoom, the hamburger menu is not accessible using the keyboard.
6. WCAG 2.4.4 Link Purpose (In Context) and WCAG 4.1.2 Name, Role, Value: Links must have discernible text.

PDFs and non-HTML documents

Many documents are not accessible in a number of ways including missing text alternatives and missing document structure.

Content not within the scope of the accessibility regulations

Non-HTML documents published before September 2018 do not need to be accessible – unless users need them to use a service.

How we tested this website

In November 2022, suffolk-pcc.gov.uk, by the Cabinet Office conducted an accessibility audit from which many accessibility issues across the website were identified.
In February 2023, Michael Oglesby, WP Solutions, conducted an independent audit of the Homepage, various landing pages and some content pages on Suffolk-pcc.gov.uk, from which common accessibility issues across the website were identified. The audit was a manual process and using the axe DevTools 2.1.0 by Deque Systems Inc tools. You can read the Suffolk PCC Accessibility Report (ODT, 5MB).

What we’re doing to improve accessibility

Following the audits conducted by the Cabinet Office and Michael Oglesby, we are in the process of procuring a new website to ensure we meet the Web Content Accessibility Guidelines version 2.1 AA standard.
